Howard Dean
Howard Brush Dean III (born November 17, 1948) is an American politician and physician from the U.S. state of Vermont. He served six terms as Governor of Vermont and ran unsuccessfully for the 2004 Democratic Presidential nomination. He was the Chairman of the Democratic National Committee from 2005 to 2009.
Before entering politics, Dean received his medical degree from the Albert Einstein College of Medicine in 1978. Dean was elected to the Vermont House of Representatives as a Democrat in 1982 and was elected lieutenant governor in 1986. Both were part-time positions that enabled him to continue practicing medicine. In 1991, Dean became Governor of Vermont when Richard A. Snelling died in office. Dean was subsequently elected to five two-year terms, serving as governor from 1991 to 2003, making him the second longest-serving Governor in Vermont history, after Thomas Chittenden (1778–1789 and 1790–1797). Dean served as chairman of the National Governors Association from 1994 to 1995; during his term, Vermont paid off much of its public debt and had a balanced budget 11 times, lowering income taxes twice. Dean also oversaw the expansion of the "Dr. Dynasaur" program, which ensures universal health care for children and pregnant women in the state.
An early front-runner in the 2004 Democratic Presidential nomination, Dean denounced the 2003 invasion of Iraq and called on Democrats to more strongly oppose the Bush Administration. Dean showed strong fundraising ability, and was a pioneer of political fundraising via the internet; however, he eventually lost the nomination to Senator John Kerry of Massachusetts. Dean formed the organization Democracy for America and later was elected chairman of the Democratic National Committee in February 2005.
As chairman of the party, Dean created and employed the "50 State Strategy" that attempted to make Democrats competitive in normally conservative states often dismissed in the past as "solid red". The success of the strategy became apparent after the 2006 midterm elections, where Democrats took back the House and picked up seats in the Senate from normally Republican states such as Missouri and Montana. In the 2008 election, Barack Obama used "The 50 state strategy" as the backbone of his candidacy, targeting voters across the country rather than primarily focusing on traditional battleground states. This led to the expansion of the battleground states from just Ohio and Florida to also include New Mexico, Indiana, North Carolina, Missouri, Virginia, and Colorado. The "50 state strategy" proved to be effective, as Obama won 53% of the popular vote, and more importantly 365 electoral votes, to become the president of the United States.
Dean was named "chairman emeritus" of the DNC upon his retirement. He was mentioned as a possible candidate for Secretary of Health and Human Services and Surgeon General under the Obama administration.
Dean was born in East Hampton, New York, to Howard Brush Dean, Jr. and Andrée Belden Maitland, an art appraiser. He is the oldest of their four children, all boys.
Howard's father worked at stock brokerage Dean Witter. The family was quite wealthy, Republican, and belonged to the exclusive Maidstone Golf Club in East Hampton. As a child he spent much of his time growing up in East Hampton; the family built a house on Hook Pond there in the mid-1950s. There the boys – Howard, Charlie, Jim and Bill – "rode bikes, played with a model train set, built elaborate underground forts." While in New York, the family had a three-bedroom apartment on the Upper East Side part of Park Avenue, where Dean still sometimes stays.
Howard attended the Browning School in Manhattan until he was 13, then went to St. George's School, a preparatory school in Middletown, Rhode Island. In September 1966, he attended Felsted School, UK for one school year after winning an English Speaking Union scholarship.
Unless you operated from a stereotypic understanding of the Yale white boy as rich, you wouldn't know that about Howard...When it came to race – and I don't know whether this was a function of intent or just came naturally – Howard was not patronizing in any way. He was willing to confront in discussion what a lot of white students weren't. He would hold his ground. He would respect that I knew forty-two million times more about being black than he did. But that didn't mean he couldn't hold a view on something relating to civil rights that would be as valid as mine. There were lots of well-meaning people at Yale who wanted you to understand that they understood your plight; you'd get into a conversation and they would yield too soon, so we didn't get the full benefit of the exchange. Howard very much thought he was capable of working an issue through. He was inquisitive. And when he came to a conclusion he would be as strong as anybody else. I don't think he's stubborn. He's a guy who's always been comfortable in his own skin. That's something you still see in him today, and it gets him into some degree of controversy.
At Yale, Dean was a member of the Zeta Psi fraternity. He graduated with a Bachelor of Arts in political science in 1971.
Though eventually eligible to be drafted into the military, he received a deferment for an unfused vertebra. He spent the next year skiing in Colorado as he explained to Tim Russert on MTP," I was really in no hurry to join the military." He briefly tried a career as a stock broker before deciding on a career in medicine, completing pre-medicine classes at Columbia University. In 1974, Dean's younger brother Charlie, who had been traveling through southeast Asia at the time, was captured and killed by Laotian guerrillas, a tragedy widely reported to have an enormous influence in Dean's life; he wore his brother's belt every day of his presidential campaign.
Dean received his medical degree from the Albert Einstein College of Medicine of Yeshiva University in 1978 and began a medical residency at the University of Vermont. In 1981, he married fellow doctor Judith Steinberg, whom he met in medical school, and together they began a family medical practice in Shelburne, Vermont (where she continued to use her maiden name to avoid confusion).
Though he was raised an Episcopalian, Dean joined the United Church of Christ in 1982 after a dispute with the local Episcopal diocese over a bike trail (see below). By his own account, he does not attend church "very often"; at one point, when asked to name his favorite book in the New Testament, he offered the Old Testament Book of Job, then corrected himself an hour later. Dean has stated he is more "spiritual" than religious. He and his wife have raised their two children, Anne and Paul, in Judaism.
In 1980, Dean spearheaded a grassroots campaign to stop a condominium development on Lake Champlain, instead favoring the construction of a bicycle trail. The effort succeeded, and helped launch his political career. That same year, he was also a volunteer for Jimmy Carter's re-election campaign. In 1982, he was elected to the Vermont House of Representatives, where he remained until being elected lieutenant governor in 1986. Both were part-time positions which enabled him to continue practicing medicine.
On August 14, 1991, Dean was examining a patient when he received word that then-Governor Richard A. Snelling had died of a heart attack while Snelling was cleaning his own swimming pool. Dean assumed the office, which he called the "greatest job in Vermont." He was subsequently elected to five two-year terms in his own right, making him the second longest-serving governor in Vermont's history. From 1994 to 1995, Dean was the chairman of the National Governors Association.
Dean was faced with an economic recession and a $60 million budget deficit. He bucked many in his own party to immediately push for a balanced budget (Vermont is the only state whose constitution does not require one), an act which marked the beginning of a record of fiscal restraint. During his tenure as governor, the state paid off much of its debt, balanced its budget eleven times, raised its bond rating, and lowered income taxes twice.
Dean also focused on health care issues, most notably through the "Dr. Dynasaur" program, which ensures near-universal health coverage for children and pregnant women in the state; the uninsured rate in Vermont dropped from 12.7% to 9.6% under his watch. Child abuse and teen pregnancy rates were cut roughly in half.
By far the most controversial decision of his career, and the first to draw serious national attention, came in 2000, when the Vermont Supreme Court ruled that the state's marriage laws unconstitutionally excluded same-sex couples and ordered that the state legislature either allow gays and lesbians to marry or create a parallel status. Facing calls to amend the state constitution to prohibit either option, Dean chose to support the latter one, and signed the nation's first civil unions legislation into law, spurring a short-lived "Take Back Vermont" movement which helped Republicans gain control of the State House.
Dean would receive some criticism during his 2004 presidential campaign for another decision related to civil unions. Shortly before leaving office, he had some of his Vermont papers sealed for at least the next decade, a time frame longer than most outgoing governors use. He claimed he was protecting the privacy of many gay supporters who sent him personal letters about the issue. On the campaign trail, he demanded that Vice President Dick Cheney release his energy committee papers. Many people, including then-Democratic Senator and failed 2004 presidential candidate Joe Lieberman of Connecticut, who left the party after losing his primary for re-election in 2006, accused Dean of hypocrisy. Judicial Watch filed a lawsuit to force the papers be opened before the seal expired, but lost.
As governor, Dean was endorsed by the National Rifle Association several times, furthering his moderate image; though he is not a member of the NRA.
In June 2003 Dean rushed back to Vermont to lobby for his son arrested for a nighttime buglary, breaking and entering the Burlington Country Club. (Friday, June 20 CNN broadcast and website Aug. 5, 2003 Dan Collins CBS ) Many Vermonters considered this use of privilege and prestige by Dean an abuse of power.
During his presidential campaign, conservative critics labeled Dean's political views as those of an extreme liberal, however in Vermont, Dean, long known as a staunch advocate of fiscal restraint, was regarded as a moderate. Many left-wing critics who supported fellow Democrat Dennis Kucinich or independent Ralph Nader charged that, at heart, Dean was a "Rockefeller Republican"—socially liberal, while fiscally conservative.
Dean began his campaign by emphasizing health care and fiscal responsibility, and championing grassroots fundraising as a way to fight special interests. However, his opposition to the U.S. plan to invade Iraq (and his forceful criticism of Democrats in Congress who voted to authorize the use of force) quickly eclipsed other issues. By challenging the war in Iraq at a time when mainstream Democratic leaders were either neutral or cautiously supportive, Dean positioned himself to appeal to his party's activist base. Dean often quoted the late Minnesota Senator Paul Wellstone (who had recently died in a plane crash) as saying that he represented "the Democratic wing of the Democratic Party." His message resonated among frustrated Democratic primary voters who felt that their party hadn't done enough to oppose the policies of the Republicans. Thus, Dean also succeeded in differentiating himself from his primary opponents.
Dean's approach organizationally was also novel. His campaign made extensive use of the Internet, pioneering techniques that were subsequently adopted by politicians of all political persuasions. His supporters organized real-world meetings, many of them arranged through Meetup.com, participated in online forums, donated money online, canvassed for advertising ideas, and distributed political talking points. In terms of money, publicity and activism, Dean therefore quickly staked out a leadership position in the field of candidates. In this way, he was able to bypass existing party and activist infrastructure and built his own online network of supporters. In terms of traditional "ground troops", however, Dean remained at a disadvantage. Dean adopted a coffee shop strategy to visit grassroot activists in all 99 Iowa counties, but he lacked the campaign infrastructure to get voters to the polls that his opponents had.
In the "Invisible Primary" of raising campaign dollars, Howard Dean led the Democratic pack in the early stages of the 2004 campaign. Among the candidates, he ranked first in total raised ($25.4 million as of September 30, 2003) and first in cash-on-hand ($12.4 million). However, even this performance paled next to that of George W. Bush, who by that date had raised $84.6 million for the Republican primary campaign, in which he had no real challenger. Prior to the 2004 primary season, the Democratic record for most money raised in one quarter by a primary candidate was held by Bill Clinton in 1995, raising $10.3 million during a campaign in which he had no primary opponent. In the third quarter of 2003, the Dean campaign raised $14.8 million, shattering Clinton's record. All told, Dean's campaign raised around $50 million.
While presidential campaigns have traditionally obtained finance by tapping wealthy, established political donors, Dean's funds came largely in small donations over the Internet; the average overall donation size was just under $80. This method of fundraising offered several important advantages over traditional fundraising, in addition to the inherent media interest in what was then a novelty. First, raising money on the Internet was relatively inexpensive, compared to conventional methods such as events, telemarketing, and direct mail campaigns. Secondly, as donors on average contributed far less than the legal limit ($2,000 per individual), the campaign could continue to resolicit them throughout the election season.
Dean's director of grassroots fundraising, Larry Biddle, came up with the idea of the popular fundraising "bat", an image of a cartoon baseball player and bat which appeared on the site every time the campaign launched a fundraising challenge. The bat encouraged Web site visitors to contribute money immediately through their credit cards. This would lead to the bat filling up like a thermometer with the red color indicating the total funds. The site often took suggestions from the netroots on their blog. One of these suggestions led to one of the campaigns biggest accomplishments – an image of Dean eating a turkey sandwich encouraged supporters to donate $250,000 in three days to match a big-donor dinner by Vice President Dick Cheney. The online contributions from that day matched what Cheney made from his fundraiser.
In a sign that the Dean campaign was starting to think beyond the primaries, they began in late 2003 to speak of a "$100 revolution" in which 2 million Americans would give $100 in order to compete with Bush.
Political commentators have claimed that the fundraising of president Barack Obama, with its emphasis on small donors and the internet, has refined and built upon on the model that Dean's campaign pioneered.
Though Dean lagged in early endorsements, he acquired many critical ones as his campaign snowballed. By the time of the Iowa caucuses, he led among commitments from superdelegates – elected officials and party officers entitled to convention votes by virtue of their positions. On November 12, 2003, he received the endorsements of the Service Employees International Union and the American Federation of State, County and Municipal Employees. Dean received the endorsement of former Vice President and presidential candidate Al Gore, on December 9, 2003. In the following weeks Dean was endorsed by former U.S. senators Bill Bradley and Carol Moseley Braun, unsuccessful Democratic presidential candidates from the 2000 and 2004 primaries, respectively.
Several celebrities from the entertainment industry also endorsed him, including Martin Sheen, Rob Reiner, Susan Sarandon, Paul Newman, Robin Williams, and Joseph Gordon-Levitt.
Many pundits would blame such endorsements for the campaign's eventual collapse. In particular, Al Gore's early endorsement of Dean weeks before the first primary of the election cycle was severely criticized by eight Democratic contenders particularly since he did not endorse his former running mate, Joe Lieberman. Gore supported Dean over Lieberman due to their differing opinions on Iraq which began to develop around 2002 (Lieberman supported the war and Gore did not). When Dean's campaign failed, some blamed Gore's early endorsement.
On January 19, 2004, Dean's campaign suffered a staggering blow when a last-minute surge by rivals John Kerry and John Edwards led to a disappointing third-place finish for Dean in the 2004 Iowa Democratic caucuses, representing the first votes cast in primary season. However, this sudden upset was not just the good political practices of his opponents; in fact, it can much be contributed to the "Dean Scream." Dean had been a strong contender for weeks in advance in that state, battling with Dick Gephardt for first place in the polls; Gephardt finished fourth. Since Dean had spent months leading Iowa tracking polls, his third-place finish was widely considered a sign that the campaign was losing momentum. Experts attributed Dean's fall in Iowa to a number of factors, including a disorganized ground operation, a bitter fight with Dick Gephardt's campaign, and negative media attention culminating in a years-old television clip of Dean severely criticizing the caucus process that was widely broadcast in Iowa shortly before the caucus was held.
Dean, who had been suffering with a severe bout of the flu for several days, attended a post-caucus rally for his volunteers at the Val-Air Ballroom in West Des Moines, Iowa and delivered his concession speech, aimed at cheering up those in attendance. Dean was shouting over the cheers of his enthusiastic audience, but the crowd noise was being filtered out by his unidirectional microphone, leaving only his full-throated exhortations audible to the television viewers. To those at home, he seemed to raise his voice out of sheer emotion. Additionally, Dean began his speech with a flushed-red face, clenching his teeth as he rolled up his sleeves.
Not only are we going to New Hampshire, Tom Harkin, we're going to South Carolina and Oklahoma and Arizona and North Dakota and New Mexico, and we're going to California and Texas and New York ... And we're going to South Dakota and Oregon and Washington and Michigan, and then we're going to Washington, D.C., to take back the White House! Yeah!!!
Senator Harkin was on stage with Dean, holding his suit jacket. This final "Yeah!" with its unusual tone that Dean later said was due to the cracking of his hoarse voice, has become known in American political jargon as the "Dean Scream" or the "I Have A Scream" speech.
Dean conceded that the speech did not project the best image, jokingly referring to it as a "crazy, red-faced rant" on the Late Show with David Letterman. In an interview later that week with Diane Sawyer, he said he was "a little sheepish ... but I'm not apologetic." Sawyer and many others in the national broadcast news media later expressed some regret about overplaying the story. In fact, CNN issued a public apology and admitted in a statement that they indeed may have "overplayed" the incident. The incessant replaying of the "Dean Scream" by the press became a debate on the topic of whether Dean was the victim of media bias. The scream scene was shown an estimated 633 times by cable and broadcast news networks in just four days following the incident, a number that does not include talk shows and local news broadcasts. However, those who were in the actual audience that day insist that they were not aware of the infamous "scream" until they returned to their hotel rooms and saw it on TV. Dean said after the general election in 2004 that his microphone only picked up his voice and did not also capture the loud cheering he received from the audience as a result of the speech. On January 27, 2004 Dean again suffered a defeat, finishing second to Kerry in the New Hampshire primary. As late as one week before the first votes were cast in Iowa's caucuses, Dean had enjoyed a 30% lead in New Hampshire opinion polls; accordingly, this loss represented another major setback to his campaign.
Iowa and New Hampshire were only the first in a string of losses for the Dean campaign, culminating in a third place showing in the Wisconsin primary on February 17, 2004. Two days before the Wisconsin primary, campaign advisor Steve Grossman "announced" through an article written by The New York Times Dean campaign correspondent Jodi Wilgoren that he would offer his services to any of the other major candidates "should Dean not win in Wisconsin." This "scoop" further undermined Dean's campaign. Grossman later issued a public apology. The next day, Dean announced that his candidacy had "come to an end", though he continued to urge people to vote for him, so that Dean delegates would be selected for the convention and could influence the party platform. He later won the Vermont primaries on Super Tuesday, March 2, 2004. This latter victory, a surprise even to Dean, was due in part to the lack of a serious anti-Kerry candidate in Vermont (John Edwards had declined to put his name on the state's ballot, expecting Dean to win in a landslide), and in part to a television ad produced, funded, and aired in Vermont by grassroots Dean supporters.
While his presidential bid ultimately ended in failure, Dean's campaign served to frame the White House race by tapping in to voters' concerns about the war in Iraq, energizing Democrats, and sharpening criticism of incumbent George W. Bush. The New York Observer attributes Barack Obama's success in the 2008 U.S. presidential election to perfecting the internet organizing model that Dean pioneered.
On October 11, 2007 it was reported that Leonardo DiCaprio and George Clooney were in early talks about making a "political thriller" based on Howard Dean's 2004 campaign, tentatively titled Farragut North. The movie is based on a play of the same name, which named after the Washington Metro station located in what is known to be the heart of the lobbyist district. The play was written by Beau Willimon, a staffer on the Dean campaign. The main character is based on a former press secretary for the Dean campaign.
In November 2008, a new documentary film about Dean and his campaign, Dean and Me, was released and shown at several film festivals around the country.

Following Dean's withdrawal after the Wisconsin primary, he pledged to support the eventual Democratic nominee. He remained neutral until John Kerry became the presumptive nominee. Dean endorsed Kerry on March 25, 2004, in a speech at The George Washington University in Washington, D.C.
On March 18, 2004, Dean founded the group Democracy for America. This group was created to house the large, Internet-based organization Dean created for his presidential campaign. Its goal is to help like-minded candidates get elected to local, state, and federal offices. It has endorsed several sets of twelve candidates known as the Dean Dozen. Dean turned over control of the organization to his brother, Jim Dean, when he became Chairman of the Democratic National Committee.
Dean strongly urged his supporters to support Kerry as opposed to Ralph Nader, arguing that a vote for Nader would only help to re-elect President Bush because he believed that most who vote for Nader are likely to have voted for Kerry if Ralph Nader was not running. Dean argued that Nader would be more effective if he lobbied on election law reform issues during his campaign. Dean supported several election law reform issues such as campaign finance reform, and Instant Runoff Voting.
Dean was elected Chairman of the Democratic National Committee on February 12, 2005, after all his opponents dropped out of the race when it became apparent Dean had the votes to become Chair. Those opponents included former Congressman Martin Frost, former Denver Mayor Wellington Webb, former Congressman and 9/11 Commissioner Tim Roemer, and strategists Donnie Fowler, David Leland, and Simon Rosenberg.
Many prominent Democrats opposed Dean's campaign; House Leader Nancy Pelosi and Senate Leader Harry Reid are rumored to be among them. Dean satisfied his critics by promising to focus on fundraising and campaigning as DNC Chair, and avoid policy statements. On November 10, 2008, it was reported that Dean would not seek a second term as DNC chair. Deans final act as DNC chairman was signing off on discrimination dispute between the Democratic National Committee and a former employee named Donald Hitchcock. In May 2006, his life partner Paul Yandura, wrote a letter criticizing chairman Howard Dean for failing to defend the political rights of gays. Hitchcock was terminated only a few days later. Yandura is quoted as calling it "retaliation, plain and simple." Dean had been closely involved with the dispute and some believed that the lawsuit had dragged on because of Dean's personal involvement. Speculation is that Obama's operatives strongly suggested to Dean that he resolve the matter before his resignation Wednesday. (Bay Area Reprter Issue: Vol. 39 / No. 4 / 22 January 2009) "The out-of-court settlement is said to be in the six figures, but neither side would confirm the amount." (Shay Totten Seven Days Newspaper Jan 21 2009) He was succeeded by Tim Kaine, the current Governor of Virginia.
After Dean became Chairman of the DNC, he pledged to bring reform to the Party. Rather than focusing just on swing states, Dean proposed what has come to be known as the 50-State Strategy. The goal, the DNC says, is for the Democratic Party to be committed to winning elections at every level in every region of the country, with Democrats organized in every single voting precinct in the country. State party chairs have lauded Dean for raising money directly for the individual state parties.
Further changes have been made in attempting to make the stated platform of the Democratic Party more coherent and compact. Overhauling the website, the official platform of the 2004 campaign, which was largely criticized as avoiding key issues and being the product of party insiders, was replaced with a simplified, though comprehensive categorizing of positions on a wide range of issues. This strategy paid off in a historic victory as the Democrats took over control of the House of Representatives and the Senate in the 2006 mid-term elections. While it is likely this is also attributable to the shortcomings of the Republican Party in their dealings with the Iraq War and the scandals that occurred shortly before the election, Dean's emphasis on connecting with socially conservative, economic moderates in previous Republican states appears to have made some impact. Indeed, Democratic candidates won elections in such red states as Kansas, Indiana, and Montana. And while former Clinton strategist James Carville criticized Dean's efforts, saying more seats could have been won with the traditional plan of piling money solely into close races, the results and the strategy were met with tremendous approval by the party's executive committee in its December meeting.
The 50-state strategy relies on the idea that building the Democratic Party is at once an incremental election by election process as well as a long-term vision in party building. Democrats cannot compete in counties in which they do not field candidates. Therefore, candidate recruitment has emerged as a component element of the 50-state strategy.
To build the party, the DNC works in partnership with state Democratic parties in bringing the resources of the DNC to bear in electoral efforts, voter registration, candidate recruitment, and other interlocking component elements of party building. Decentralization is also a core component of the party's approach. The idea is that each state party has unique needs, but can improve upon its efforts through the distribution of resources from the national party.
The 50-state strategy has been acknowledged by political commentators as an important factor in allowing Barack Obama to compete against John McCain in traditionally red states, during the 2008 presidential contest .
Through grassroots fundraising, Howard Dean has been able to raise millions more than the previous DNC Chairman at the same point after the 2000 election. Dean has raised the most money by any DNC Chairman in a similar post election period. This was especially apparent when the Federal Election Commission reported that the DNC had raised roughly $86.3 million in the first six months of 2005, an increase of over 50% on the amount raised during the same period of 2003. In comparison, the RNC fundraising activities represented a gain of only 2%. Additional attempts to capitalize on this trend was the introduction of "Democracy Bonds," a program under which small donors would give a set amount every month. Although it only reached over 31,000 donors by May 2006, far off-pace from the stated goal of 1 million by 2008, it has, nonetheless, contributed considerably to the funding of the DNC. Dean has continued to further develop online fundraising at the DNC. Just one month before Election Day 2006, he became the first to introduce the concept of a "grassroots match," where donors to the DNC pledged to match the first donation made by a new contributor. The DNC claims that the resulting flood of contributions led to 10,000 first-time donors in just a few days.
The AP and Politico both reported that supporters of Dean were angry that he wasn't asked to be a part of the new administration. According to Politico, Dean supporters were especially upset Dean wasn't invited to the press conference at which Tim Kaine was appointed as Democratic National Committee chairman. Joe Trippi, who was Dean’s presidential campaign manager in 2004, told Politico, " was never afraid to challenge the way party establishment in Washington did business, and that doesn’t win you friends in either party." Trippi further explained the apparent snub of Dean by stating, "You don’t have to look any further than Rahm Emanuel." Trippi was referring to the tension between Emanuel and Dean over Dean's 50 state strategy. Sources close to Emanuel dismissed these charges, however.
On March 23, 2009, it was announced that the financial television network CNBC had hired Dean as an on air contributor.
On March 26, 2009, Dean announced on a Democracy for America conference call with supporters across the country that he would be returning to Democracy for America to lead the fight for healthcare reform in the US.
Dean has run for office at the state and federal level.
Howard Dean presidential campaign, 2004
The Governor of Vermont, Howard Dean, formed an exploratory committee to evaluate a presidential election campaign on May 31, 2002. Dean then formally announced his intention to compete in the 2004 Democratic primaries to seek the Democratic Party's nomination for President on June 23, 2003 Dean dropped out of the race in February 2004 after poor contest showings in Wisconsin.
Dean officially announced his candidacy on June 23, 2003, at a rally in his home state of Vermont, overlooking a church. During his announcement speech, Dean stressed the importance of universal health care, and fiscal responsibility.
Dean, a a former medical doctor, called for a comprehensive call for Universal Health Care for the United States. He proposed an annual $88 billion on health care programs in the United States as well as wanting tax credits to help workers of moderate income buy "affordable" coverage similar to that offered to federal employees, with extra insurance subsidies for companies employing less than 50 people. Dean also proposed spending nearly $1 trillion over 10 years on health insurance. Dean also stressed the need for the expansion of state health care programs for children throughout his campaign.
Dean opposed the use of taxpayer-financed vouchers for tuition at parochial or other private schools,and promised to rework federal annual testing in grades 3 through 8 while allowing for more state and local control. Dean also guaranteed that people would not have to pay more than 10 percent of their income toward loans after post-secondary graduation as Dean would provide $10,000 a year in federal aid for university or high-skills learning.
Dean proposed a radically different tax plan than President Bush's which would repeal all of the Bush tax cuts, and replace them with tax cuts on the middle class. Throughout the campaign, Dean stressed the need for lowering taxes on the middle class while raising them on the upper class. He also promised to renegotiate components of the North American Free Trade Agreement (NAFTA) and other free trade agreements with foreign powers. Dean also promised to "put the U.S. on a path to a balanced budget", but never specifically stated any deficit reduction proposals.
Dean would also open talks with North Korea, triple American financing to $30 billion over 10 years to combat unconventional weapons around the world and approve the use of force to halt genocide.
Dean finished third or lower in most nominating contest throughout the primary season. The exceptions were New Hampshire, Michigan, Washington, Maine and Vermont.
Polling throughout the primary campaign consistently showed Dean either in first place, or second behind Dick Gephardt. However, last minute surges by rivals John Kerry and John Edwards as well as negative campaigning between the Dean and Gephardt campaigns resulted in an 11th hour slump for both campaigns. In a poll released by the Des Moines Register just before Caucus Day, Dean registered in third place with 20%, behind Kerry with 26%, and Edwards with 23%, but ahead of Dick Gephardt with 18%.
Throughout Caucus night, Dean was in a fight with Gephardt for third place in Iowa behind Kerry and Edwards. With 100% of precincts reporting, Kerry received 38%, Edwards received 32%, and Dean came in third with 18% while Gephardt finished in fourth with just 11% of caucus support.
After both Kerry and Edwards defeated Howard Dean in the Iowa Caucuses, the Dean campaign retreated to New Hampshire, where polls consistently showed them in the lead, and where Howard Dean hoped for a come-back by defeating Senator Kerry who came from neighboring Massachusetts.
Polling after the Iowa Caucuses consistently showed Governor Dean behind Senator Kerry by a wide margin in the run up to the New Hampshire Primary. A Poll released from Franklin Pierce College, showed Kerry leading by as much as 30%-16%. However, after a substantial effort by Dean's part on the campaign trail showed Kerry leading 36%-27% in the final poll conducted by Marist College.
However, despite signs showing a Dean surge, Howard Dean lost to John Kerry in the New Hampshire primary 38%-26% which set the tune for future defeats at the hands of Kerry and others.
Following results in 7 Nominating Contests on February 3, 2004, Governor Dean re-organized his strategy be focusing on the Wisconsin primary as a way to upset front runner John Kerry. Dean canceled events throughout Michigan to be able to focus on Wisconsin as well as increasing staff members within Wisconsin. Dean also made a pledge (which he would later retract) that Wisconsin as a "must win" state for him in a fund raising e-mail to supporters. Despite being far behind Kerry in delegates and in popular vote, Dean stressed that Wisconsin could "turn around" the fate of his campaign. Dean also implied that it would give him momentum to win in Super Tuesday nominating contests.
As results were beginning to pour in, major news agencies were quick in projecting Governor Dean as coming in third in Wisconsin based on Exit Polling data alone Final results from Wisconsin showed John Kerry winning with 40% of the vote followed by John Edwards with 34% and Howard Dean coming in third with 18%. As a result of poor contests Dean exited the race the next morning.
The 2004 Vermont Democratic Primary was held on March 2, 2004 the same day as 9 other states including California, New York, and Georgia, a day dubbed "Super Tuesday" for its massive amount of primaries and caucuses held on a particular Tuesday. Despite the fact that Governor Dean had ended his presidential bid on February 18, Dean's home state of Vermont was scheduled to vote.
Polls closed in Vermont at 7:00 EST along with polls in the state of Georgia. Based on exit polls, CNN projected Howard Dean the winner there.
After withdrawing from the campaign, Dean founded the group Democracy for America in March of 2004 a month after his withdrawal from the presidential race. The group was dedicated to ensuring a Democratic victory in the 2004 Election.
Dean endorsed presumptive nominee Senator John Kerry of Massachusetts on March 25, 2004 at a rally in George Washington University. Dean, who was the favored candidates among young voters was enthusiastically received by the crowd of college students.
There had been some speculation that Howard Dean might have endorses John Edwards before Super Tuesday nominating contests on March 2, as Edwards's political stances were more in line with Dean's. However, Dean did not comment on the Presidential field before Super Tuesday when John Edwards dropped out of the race after failing to win a single contest.
In the "invisible primary" of raising campaign dollars, Howard Dean led the Democratic pack in the early stages of the 2004 campaign. Among the candidates, he ranked first in total raised ($25.4 million as of September 30, 2003) and first in cash-on-hand ($12.4 million). However, even this performance paled next to that of George W. Bush, who by that date had raised $84.6 million for the Republican primary campaign, in which he had no real challenger. Prior to the 2004 primary season, the Democratic record for most money raised in one quarter by a primary candidate was held by Bill Clinton in 1995, raising $10.3 million during a campaign in which he had no primary opponent. In the third quarter of 2003, the Dean campaign raised $14.8 million, shattering Clinton's record. All told, Dean's campaign raised around $50 million.
While presidential campaigns have traditionally obtained finance by tapping wealthy, established political donors, Dean's funds came largely in small donations over the Internet; the average overall donation size was just under $80. This method of fundraising offered several important advantages over traditional fundraising, in addition to the inherent media interest in what was then a novelty. First, raising money on the Internet was relatively inexpensive, compared to conventional methods such as events, telemarketing, and direct mail campaigns. Secondly, as donors on average contributed far less than the legal limit ($2,000 per individual), the campaign could continue to resolicit them throughout the election season.
Dean's director of grassroots fundraising, Larry Biddle, came up with the idea of the popular fundraising "bat", an image of a cartoon baseball player and bat which appeared on the site every time the campaign launched a fundraising challenge. The bat encouraged Web site visitors to contribute money immediately through their credit cards. This would lead to the bat filling up like a thermometer with the red color indicating the total funds. The site often took suggestions from the netroots on their blog. One of these suggestions led to one of the campaigns biggest accomplishments — an image of Dean eating a turkey sandwich encouraged supporters to donate $250,000 in three days to match a big-donor dinner by Vice President Dick Cheney. The online contributions from that day matched what Cheney made from his fundraiser.
In a sign that the Dean campaign was starting to think beyond the primaries, they began in late 2003 to speak of a "$100 revolution" in which 2 million Americans would give $100 in order to compete with Bush.
Political commentators have claimed that the fundraising of presidential candidate Barack Obama, with its emphasis on small donors and the internet, has refined and built upon on the model that Dean's campaign pioneered.
On October 11, 2007 it was reported that Leonardo DiCaprio and George Clooney were in early talks about making a "political thriller" based on Howard Dean's 2004 campaign, tentatively titled Farragut North. The movie is based on a play of the same name, which is also the name of a Washington Metro station, by former Dean communications director Beau Wilmon. Wilmon went on to work as traveling press secretary for Hillary Clinton during her 2008 presidential campaign.
In November 2008, a documentary film about Dean and the campaign, Dean and Me, was released and shown at several film festivals.
Democratic Party (United States)
The Democratic Party is one of the two major contemporary political parties in the United States, along with the Republican Party. It is the oldest political party in continuous operation in the United States and it is one of the oldest parties in the world. Today, the party supports a liberal and/or center-left platform.
The Democratic Party traces its origins to the Democratic-Republican Party, founded by Thomas Jefferson, James Madison, and other influential opponents of the Federalists in 1792. However, the modern Democratic party truly arose in the 1830s, with the election of Andrew Jackson. Since the division of the Republican Party in the election of 1912, it has gradually positioned itself to the left of the Republican Party on economic and social issues. Until the period following the passage of the Civil Rights Act of 1964, the Democratic Party was primarily a coalition of two parties divided by region. Southern Democrats were typically given high conservative ratings by the American Conservative Union while northern Democrats were typically given very low ratings. Southern Democrats were a core bloc of the bipartisan conservative coalition that lasted through the Reagan-era. The economically activist philosophy of Franklin D. Roosevelt, which has strongly influenced American liberalism, has shaped much of the party's economic agenda since 1932, and served to tie the two regional factions of the party together until the late 1960s. In fact, Roosevelt's New Deal coalition usually controlled the national government until the 1970s.
In 2004, it was the largest political party, with 72 million voters (42.6% of 169 million registered) claiming affiliation. By comparison the Republican Party has 55 million members. An August 2008 estimate claims that 51% of registered voters, including independents, lean toward the Democratic Party and 38% lean toward the Republican Party. Since the 2008 general elections, the Democratic Party is the majority party for the 111th Congress; the party holds a majority in both the House of Representatives and the United States Senate. Democrats also hold a majority of state governorships and control a majority of state legislatures. Barack Obama, the current President of the United States, is the 16th Democrat to hold that office.
The Democratic National Committee (DNC) is responsible for promoting Democratic campaign activities. While the DNC is responsible for overseeing the process of writing the Democratic Platform, the DNC is more focused on campaign and organizational strategy than public policy. In presidential elections it supervises the Democratic National Convention. The national convention is, subject to the charter of the party, the ultimate authority within the Democratic Party when it is in session, with the DNC running the party's organization at other times. The DNC is currently chaired by Virginia Governor Tim Kaine.
The Democratic Congressional Campaign Committee (DCCC) assists party candidates in House races; its current chairman (selected by the party caucus) is Rep. Chris Van Hollen of Maryland. Similarly the Democratic Senatorial Campaign Committee (DSCC) raises large sums for Senate races. It is currently headed by Senator Robert Menendez of New Jersey. The Democratic Legislative Campaign Committee (DLCC), currently chaired by Mike Gronstal of Iowa, is a smaller organization with much less funding that focuses on state legislative races. The DNC sponsors the College Democrats of America (CDA), a student-outreach organization with the goal of training and engaging a new generation of Democratic activists. Democrats Abroad is the organization for Americans living outside the United States; they work to advance the goals of the party and encourage Americans living abroad to support the Democrats. The Young Democrats of America (YDA) is a youth-led organization that attempts to draw in and mobilize young people for Democratic candidates, but operates outside of the DNC. In addition, the recently created branch of the Young Democrats, the Young Democrats High School Caucus, attempts to raise awareness and activism amongst teenagers to not only vote and volunteer, but participate in the future as well.The Democratic Governors Association (DGA) is an organization supporting the candidacies of Democratic gubernatorial nominees and incumbents; it is currently chaired by Governor Brian Schweitzer of Montana. Similarly the mayors of the largest cities and urban centres convene as the National Conference of Democratic Mayors.
Each state also has a state committee, made up of elected committee members as well as ex-officio committee members (usually elected officials and representatives of major constituencies), which in turn elects a chair. County, town, city and ward committees generally are composed of individuals elected at the local level. State and local committees often coordinate campaign activities within their jurisdiction, oversee local conventions and in some cases primaries or caucuses, and may have a role in nominating candidates for elected office under state law. Rarely do they have much funding, but in 2005 DNC Chairman Dean began a program (called the "50 State Strategy") of using DNC national funds to assist all state parties and paying for full-time professional staffers.
Since the 1890s, the Democratic Party has favored "liberal" positions (the term "liberal" in this sense describes social liberalism, not classical liberalism). In recent exit polls, the Democratic Party has had broad appeal across all socio-ethno-economic demographics. The Democratic Party is currently the nation's largest party. In 2004, roughly 72 million (42.6 percent) Americans were registered Democrats, compared to 55 million (32.5 percent) Republicans and 42 million (24.8 percent) independents.
Historically, the party has favored farmers, laborers, labor unions, and religious and ethnic minorities; it has opposed unregulated business and finance, and favored progressive income taxes. In foreign policy, internationalism (including interventionism) was a dominant theme from 1913 to the mid-1960s. In the 1930s, the party began advocating welfare spending programs targeted at the poor. The party had a pro-business wing, typified by Al Smith, and a Southern conservative wing that shrank after President Lyndon B. Johnson supported the Civil Rights Act of 1964. The major influences for liberalism were labor unions (which peaked in the 1936–1952 era), and the African American wing, which has steadily grown since the 1960s. Since the 1970s, environmentalism has been a major new component.
In recent decades, the party has adopted a centrist economic and more socially progressive agenda, with the voter base having shifted considerably. Once dominated by unionized labor and the working class, the Democratic base currently consists of well-educated and relatively affluent liberals, the socially more conservative working class, middle class moderates, the young, women, minorities, and LGBTS. Today, Democrats advocate more social freedoms, affirmative action, balanced budget, and a free enterprise system tempered by government intervention (mixed economy). The economic policy adopted by the modern Democratic Party, including the former Clinton administration, may also be referred to as the "Third Way". The party believes that government should play a role in alleviating poverty and social injustice, even if such requires a larger role for government and progressive taxation.
The Democratic Party, once dominant in the Southeastern United States, is now strongest in the Northeast (Mid-Atlantic and New England), Great Lakes region, and the Pacific Coast (including Hawaii). The Democrats are also strongest in major cities.
Social liberals, also referred to as progressives or modern liberals, constitute roughly half of the Democratic voter base. Liberals thereby form the largest united typological demographic within the Democratic base. According to the 2008 exit poll results, liberals constituted 22 percent of the electorate, and 89 percent of American liberals favored the candidate of the Democratic Party. While college-educated professionals were mostly Republican until the 1950s, they now compose perhaps the most vital component of the Democratic Party. A majority of liberals favor diplomacy over military action, stem cell research, the legalization of same-sex marriage, secular government, stricter gun control, and environmental protection laws as well as the preservation of abortion rights. Immigration and cultural diversity is deemed positive; liberals favor cultural pluralism, a system in which immigrants retain their native culture in addition to adopting their new culture. They tend to be divided on free trade agreements and organizations such as the North American Free Trade Agreement (NAFTA). Most liberals oppose increased military spending and the display of the Ten Commandments in public buildings.
This ideological group differs from the traditional organized labor base. According to the Pew Research Center, a plurality of 41 percent resided in mass affluent households and 49 percent were college graduates, the highest figure of any typographical group. It was also the fastest growing typological group between the late 1990s and early 2000s. Liberals include most of academia and large portion of the professional class.
Many progressive Democrats are descendants of the New Left of Democratic presidential candidate Senator George McGovern of South Dakota; others were involved in the presidential candidacies of Vermont Governor Howard Dean and U.S. Representative Dennis Kucinich of Ohio; still others are disaffected former members of the Green Party. The Congressional Progressive Caucus (CPC) is a caucus of progressive Democrats, and is the single largest Democratic caucus in the House of Representatives. Its members have included Dennis Kucinich of Ohio, John Conyers of Michigan, Jim McDermott of Washington, John Lewis of Georgia, Barbara Lee of California, the late Senator Paul Wellstone of Minnesota, and Sherrod Brown of Ohio, now a Senator.
Civil libertarians also often support the Democratic Party because Democratic positions on such issues as civil rights and separation of church and state are more closely aligned to their own than the positions of the Republican Party, and because the Democratic economic agenda may be more appealing to them than that of the Libertarian Party. They oppose gun control, the "War on Drugs," protectionism, corporate welfare, government debt, and an interventionist foreign policy. The Democratic Freedom Caucus is an organized group of this faction.

The Pew Research Center has stated that conservative Democrats represent 15% of registered voters and 14% of the general electorate. In the House of Representatives, the Blue Dog Coalition, a caucus of fiscal and social conservatives and moderates, primarily southerners, forms part of the Democratic Party's current faction of conservative Democrats. They have acted as a unified voting bloc in the past, giving its forty plus members some ability to change legislation and broker compromises with the Republican Party's leadership. Historically, southern Democrats were generally much more ideologically conservative. In 1972, the last year that a sizable number of conservatives dominated the southern wing of the Democratic Party, the American Conservative Union gave higher ratings to most southern Democratic Senators and Congressmen than it did to Republicans. Today, Democrats are usually classified as 'conservatives' on the basis of holding some socially conservative views to the right of the national party, even though their overall viewpoint is generally far more liberal than conservative Democrats of years past.
Though centrist Democrats differ on a variety of issues, they typically foster a mix of political views and ideas. Compared to other Democratic factions, they tend to be more supportive of the use of military force, including the war in Iraq, and are more willing to reduce government welfare, as indicated by their support for welfare reform and tax cuts. One of the most influential factions is the Democratic Leadership Council (DLC), a nonprofit organization that advocates centrist positions for the party. The DLC hails President Bill Clinton as proof of the viability of "Third Way" politicians and a DLC success story. Former Representative Harold Ford, Jr. of Tennessee is its current chairman.
Professionals, those who have a college education and whose work revolves around the conceptualization of ideas, have supported the Democratic Party by a slight majority since 2000. Between 1988 and 2000, professionals favored Democrats by a 12 percentage point margin. While the professional class was once a stronghold of the Republican Party it has become increasingly split between the two parties, leaning in favor of the Democratic Party. The increasing support for Democratic candidates among professionals may be traced to the prevalence of social liberal values among this group.
A study on the political attitudes of medical students, for example, found that "U.S. medical students are considerably more likely to be liberal than conservative and are more likely to be liberal than are other young U.S. adults. Future U.S. physicians may be more receptive to liberal messages than conservative ones, and their political orientation may profoundly affect their health system attitudes." Similar results are found for professors, who are more strongly inclined towards liberalism and the Democratic Party than other occupational groups.
Academics, intellectuals and the highly educated overall constitute an important part of the Democratic voter base. Academia in particular tends to be progressive. In a 2005 survey, nearly 72% of full-time faculty members identified as liberal, while 15% identified as conservative. The social sciences and humanities were the most liberal disciplines while business was the most conservative. Male professors at more advanced stages of their careers as well as those at elite institutions tend be the most liberal. Another survey by UCLA conducted in 2001/02, found 47.6% of professors identifying as liberal, 34.3% as moderate, and 18% as conservative. Percentages of professors who identified as liberal ranged from 49% in business to over 80% in political science and the humanities. Social scientists, such as Brett O'Bannon of DePauw University, have claimed that the "liberal" opinions of professors seem to have little, if any, effect on the political orientation of students. Whether or not that is true, some conservatives and Republicans complain they are offended and even threatened by the liberal atmosphere of college campuses. As of July 2008 the Students for Academic Freedom arm of the David Horowitz Freedom Center, a conservative organization, posted a list of 440 student complaints, most of which pertain to perceived liberal bias of college professors (Abuse Center).
The liberal inclination of American professors is attributed by some to the liberal outlook of the highly educated.
Those with Postgraduate education, have become increasingly Democratic beginning in the 1992, 1996, 2000, 2004, and 2008 elections. Intellectualism, is the tendency to constantly reexamine issues, or in the words of Edwards shields, the "penetration beyond the screen of immediate concrete experience," have also been named as an explanation why the academy is strongly democratic and liberal.
Although Democrats are well represented at the post graduate level, self-identified Republicans appear to dominate among those who have, at the least, attained a 4-year college degree. The trends for the years 1955 through 2004 are shown by gender in the graphs below, reproduced with permission from Democrats and Republicans — Rhetoric and Reality, a book published in 2008 by Joseph Fried. These results are based on surveys conducted by the National Election Studies, supported by the National Science Foundation.
Studies have shown that younger voters tend to vote mostly for Democratic candidates in recent years. Despite supporting Ronald Reagan and George H. W. Bush, the young have voted in favor of the Democratic presidential candidate in every election since Bill Clinton in 1992, and are more likely to identify as liberals than the general population. In the 2004 presidential election, Democratic presidential candidate John Kerry received 54% of the vote from voters of the age group 18–29, while Republican George W. Bush received 45% of the vote from the same age group. In the 2006 midterm elections, the Democrats received 60% of the vote from the same age group. Polls suggest that younger voters tend to be more liberal than the general population and have more liberal views than the general public on same-sex marriage and universal healthcare, helping Barack Obama carry 66% of their votes in 2008.
Since the 1930s, a critical component of the Democratic Party coalition has been organized labor. Labor unions supply a great deal of the money, grass roots political organization, and voting base of support for the party. Democrats are far more likely to be represented by unions, although union membership has declined, in general, during the last few decades. This trend is depicted in the following graph from the book, Democrats and Republicans — Rhetoric and Reality. It is based on surveys conducted by the National Election Studies (NES).
The historic decline in union membership over the past half century has been accompanied by a growing disparity between public sector and private sector union membership percentages. The three most significant labor groupings in the Democratic coalition today are the AFL-CIO and Change to Win labor federations, as well as the National Education Association, a large, unaffiliated teachers' union. Both the AFL-CIO and Change to Win have identified their top legislative priority for 2007 as passage of the Employee Free Choice Act. Other important issues for labor unions include supporting industrial policy (including protectionism) that sustains unionized manufacturing jobs, raising the minimum wage and promoting broad social programs such as Social Security and universal health care.
While the American working class has lost much of its political strength with the decline of labor unions, it remains a stronghold of the Democratic Party and continues as an essential part of the Democratic base. Today roughly a third of the American public is estimated to be working class with around 52 percent being either members of the working or lower classes. Yet, as those with lower socioeconomic status are less likely to vote, the working and lower classes are underrepresented in the electorate. The working class is largely distinguished by highly routinized and closely supervised work. It consists mainly of clerical and blue-collar workers. Even though most in the working class are able to afford an adequate standard of living, high economic insecurity and possible personal benefit from an extended social safety net, make the majority of working class person left-of-center on economic issues. Most working class Democrats differ from most liberals, however, in their more socially conservative views. Working class Democrats tend to be more religious and likely to belong to an ethnic minority. Socially conservative and disadvantaged Democrats are among the least educated and lowest earning ideological demographics. In 2005, only 15% had a college degree, compared to 27% at the national average and 49% of liberals, respectively. Together socially conservative and the financially disadvantaged comprised roughly 54% of the Democratic base. The continued importance of the working class votes manifests itself in recent CNN exit polls, which shows that the majority of those with low incomes and little education vote for the Democratic Party.
From the end of the Civil War, African Americans almost unanimously favored the Republican Party due to its overwhelming political and more tangible efforts in achieving abolition, particularly through President Lincoln's Emancipation Proclamation. The south had long been a Democrat stronghold, favoring a state's right to legal slavery. In addition, the ranks of the fledgling Ku Klux Klan were comprised almost entirely of white Democrats angry over poor treatment by northerners, both perceived and actual. However, as years passed and memories waned, African Americans began drifting to the Democratic Party, as Franklin Roosevelt's New Deal programs gave economic relief to all minorities, including African Americans and Hispanics. Support for the Civil Rights Movement in the 1960s by Democratic presidents John F. Kennedy and Lyndon B. Johnson and a hard-fought Republican congressional movement, helped give the Democrats even larger support among the African American community, which consistently vote 85-95% Democrat. However, this alienated many of the southern whites that had been a stronghold for Democrats in the past. In addition, recent Caribbean and African immigrants have voted solidly Democratic.
The Hispanic population, particularly the large Mexican American and Salvadoran American population in the Southwest and the large Puerto Rican and Dominican populations in the Northeast, have been strong supporters of the Democratic Party. They commonly favor liberal views on immigration. In the 1996 presidential election, Democratic President Bill Clinton received 72 percent of the Hispanic vote. Since then, however, the Republican Party has gained increasing support from the Hispanic community, especially among Hispanic Protestants and Pentecostals. Along with Bush's much more liberal views on immigration, President Bush was the first Republican president to gain 40 percent of the Hispanic vote (he did so in the 2004 presidential election). Yet, the Republican Party's support among Hispanics eroded in the 2006 mid-term elections, dropping from 44 to 30 percent, with the Democrats gaining in the Hispanic vote from 55 percent in 2004 to 69 percent in 2006. The shift in the Hispanic population's support back to the Democratic party was largely due to the Immigration Debate, which was sparked by H. R. 4437, a Republican enforcement-only bill concerning illegal immigration. Democrats increased their share of the Hispanic vote in the 2008 presidential election, with Barack Obama receiving 67%. Cuban Americans still heavily vote Republican but Mexican Americans, Puerto Rican Americans, Dominican Americans, and Central American and South American immigrants have all voted dependably for Democrats.
The Democratic Party also has considerable support in the growing Asian American population. The Asian American population had been a stronghold of the Republican Party until the 1992 presidential election in which George H. W. Bush won 55% of the Asian American vote, compared to Bill Clinton winning 31%, and Ross Perot winning 15% of the Asian American vote. The Democrats made gains among the Asian American population starting with 1996 and in 2006, won 62% of the Asian American vote. This is due to demographic shifts in the Asian American community, with growing numbers of well-educated Chinese and Indian American immigrants that are typically economic centrists and social progressives. Newer generations of more liberal Vietnamese American and Filipino American youth have also began to replace older more conservative generations that have voted reliably Republican. Vietnamese Americans still vote mostly Republican (though this has lessened recently), while Chinese Americans, Indian Americans, Korean Americans, Japanese Americans, Southeast Asian Americans other than Vietnamese (especially Hmong Americans, Cambodian Americans, and Laotian Americans,) and Pacific Islander Americans have voted mostly Democratic. Filipino Americans have recently begun to lean Democratic, especially the young. Younger Asian-Americans of all ethnic backgrounds aged 18–30 have gravitated towards the Democratic Party in the last few elections.
The Democratic Party also has strong support among the Native American population, particularly in Arizona, New Mexico, Montana, North Dakota, South Dakota, Washington, Alaska, Minnesota, Wisconsin, and North Carolina.
Jewish American communities tend to be a stronghold for the Democratic Party, with more than 70% of Jewish voters having cast their ballots for the Democrats in the 2004 and 2006 elections. Support tends to vary among specific sectarian groups, with only 13% of Orthodox Jews supporting Barack Obama while around 60% of Conservative Jews and Reform Jews do so.
Arab Americans and Muslim Americans have leaned Democratic since the Iraq War. Zogby found in June 2007 that 39% of Arab Americans identify as Democrats, 26% as Republicans, and 28% as independents. Arab Americans historically voted Republican until recent years, having supported George W. Bush over Al Gore in 2000.
These views are generally held by most Democrats. Some Democrats take other positions on these issues.
Democrats favor a higher minimum wage, and more regular increases, in order to assist the working poor. The Fair Minimum Wage Act of 2007 was an early component of the Democrats' agenda during the 110th Congress. In 2006, the Democrats supported six state ballot initiatives to increase the minimum wage; all six initiatives passed.
Democrats have opposed tax cuts and incentives to oil companies, favoring a policy of developing domestic renewable energy, such as Montana's state-supported wind farm and "clean coal" programs as well as setting in place a cap and trade policy in hopes of reducing carbon emissions.
Democrats generally support a more progressive tax structure to provide more services and reduce injustice. Currently they have proposed reversing those tax cuts the Bush administration gave to the wealthiest Americans while wishing to keep in place those given to the middle class. Democrats generally support more government spending on social services while spending less on the military. They oppose the cutting of social services, such as Social Security, Medicare, Medicaid, and various welfare programs, believing it to be harmful to efficiency and social justice. Democrats believe the benefits of social services, in monetary and non-monetary terms, are a more productive labor force and cultured population, and believe that the benefits of this are greater than any benefits that could be derived from lower taxes, especially on top earners, or cuts to social services. Furthermore, Democrats see social services as essential towards providing positive freedom, i.e. freedom derived from economic opportunity. The Democratic-led House of Representatives reinstated the PAYGO (pay-as-you-go) budget rule at the start of the 110th Congress. DNC Chairman Howard Dean has cited Bill Clinton's presidency as a model for fiscal responsibility.
Some Democratic governors have supported purchasing Canadian drugs, citing lower costs and budget restrictions as a primary incentive. Recognizing that unpaid insurance bills increase costs to the service provider, who passes the cost on to health-care consumers, many Democrats advocate expansion of health insurance coverage.
Democrats believe that the government should protect the environment, and have promised to fight to strengthen the laws that ensure people have clean air to breathe and clean water to drink. They also promise to make sure these laws are enforced. They feel that a sensible energy policy is key to a strong economy, national security, and a clean environment.
Most Democrats have the long-term aim of having low-cost, publicly funded college education with low tuition fees (like in much of Europe and Canada), which should be available to every eligible American student, or alternatively, with increasing state funding for student financial aid such as the Pell Grant or college tuition tax deduction.
The Democratic Party has a mixed record on international trade agreements that reflects a diversity of viewpoints in the party. The liberal and cosmopolitan wing of the party, including the intelligentsia and college-educated professionals overall, tend to favor globalization, while the organized labor wing of the party opposes it. In the 1990s, the Clinton administration and a number of prominent Democrats pushed through a number of agreements such as the North American Free Trade Agreement (NAFTA). Since then, the party's shift away from free trade became evident in the Central American Free Trade Agreement (CAFTA) vote, with 15 House Democrats voting for the agreement and 187 voting against.
The Democratic Party supports equal opportunity for all Americans regardless of sex, age, race, ethnicity, sexual orientation, gender identity, religion, creed, or national origin. The Party supports affirmative action programs to further this goal. Democrats also strongly support the Americans with Disabilities Act to prohibit discrimination against people on the basis of physical or mental disability.
The Democratic Party is divided on the subject of same-sex marriage. Some members favor civil unions for same-sex couples, others favor full and equal legalized marriage, and others are opposed to same-sex marriage on religious or ideological grounds. A June 2008 Newsweek poll found that 42% of Democrats support same-sex marriage while 23% support civil unions or domestic partnership laws and 28% oppose any legal recognition at all. The 2004 Democratic National Platform stated that marriage should be defined at the state level and it repudiated the Federal Marriage Amendment. Senator John Kerry, Democratic presidential candidate in 2004, did not support same-sex marriage.
A broad majority of Democrats have supported other LGBT related laws such as extending hate crime statutes to cover violence against LGBT people, legally preventing discrimination against LGBT people in the workforce, and repealing Don't Ask, Don't Tell. Some issues are controversial while others have wide support. A 2006 Pew Research Center poll of Democrats found that 55% support gay adoption with 40% opposed while 70% support gays in the military with only 23% opposed.
Most members of the Democratic Party believe that all women should have access to birth control, and supports public funding of contraception for poor women. The Democratic Party, in its national platforms since 1992, has called for abortion to be "safe, legal and rare" — namely, keeping it legal by rejecting laws that allow governmental interference in abortion decisions, and reducing the number of abortions by promoting both knowledge of reproduction and contraception, and incentives for adoption. When Congress voted on the Partial-Birth Abortion Ban Act in 2003, Congressional Democrats were split, with a minority (including current Senate Majority Leader Harry Reid) supporting the ban, and the majority of Democrats opposing the legislation.
The Democratic Party opposes attempts to reverse the 1973 Supreme Court decision Roe v. Wade, which declared abortion covered by the constitutionally protected individual right to privacy under the Ninth Amendment, and Planned Parenthood v. Casey, which lays out the legal framework in which government action alleged to violate that right is assessed by courts. As a matter of the right to privacy and of gender equality, many Democrats believe all women should have the ability to choose to abort without governmental interference. They believe that each woman, conferring with her conscience, has the right to choose for herself whether abortion is morally correct. Many Democrats also believe that poor women should have a right to publicly funded abortions.
Current Senate Majority Leader Harry Reid self-identifies as 'pro-life', while President Barack Obama and Speaker of the House Nancy Pelosi self-identify as 'pro-choice'. The pro-life faction in the Party is represented by groups such as Democrats for Life of America while the pro-choice faction is represented by groups such as EMILY's List. A Newsweek poll from October 2006 found that 25% of Democrats were pro-life while a 69% majority were pro-choice. Pro-life Democrats themselves state that they represent over 40% of Democrats.
Democrats in the House of Representatives and United States Senate near-unanimously voted for the Authorization for Use of Military Force Against Terrorists against "those responsible for the recent attacks launched against the United States" in Afghanistan in 2001, supporting the NATO coalition invasion of the nation. Most elected Democrats continue in their support of the Afghanistan conflict, and some have voiced concerns that the Iraq War is shifting too many resources away from the presence in Afghanistan. Some Democrats also oppose the invasion. In spring 2008, Gallup found that 41% of Democrats called the invasion a "mistake" while a 55% majority disagreed.
Since 2006, Democratic candidate Barack Obama has called for a "surge" of troops into Afghanistan and, since 2008, Republican candidate John McCain has also called for a "surge". Speaker of the House Nancy Pelosi and Senator Chuck Schumer have expressed support for Obama's plan. Pelosi has stated that “We need more resources there... We are understaffed there, not only in our military presence, but also in terms of the reconstruction of Afghanistan." In spring 2008, Gallup found Democrats evenly divided about whether or not more troops should be sent — 56% support it if it would mean removing troops from Iraq and only 47% support it otherwise.

71% of Americans define themselves as supporters of the state of Israel, making it Americans' 5th most favored country. Democrats are no exception and have both recently and historically supported Israel. A 2008 Gallup Poll found that 64% say that they have a favorable image of Israel while only 16% say that they have a favorable image of the Palestinian Authority. Within the party, the majority view is held by the Democratic leadership with the minority pro-Palestinian view held by individual members of the party's left-wing such as John Conyers Jr., George Miller, Nick Rahall, Dave Obey, Dennis J. Kucinich, Jim McDermott, and Cynthia McKinney as well as former President Jimmy Carter. The party leadership refers to the other side as a "fringe".
It is in the best interests of all parties, including the United States, that we take an active role to help secure a lasting settlement of the Israeli-Palestinian conflict with a democratic, viable Palestinian state dedicated to living in peace and security side by side with the Jewish State of Israel. To do so, we must help Israel identify and strengthen those partners who are truly committed to peace, while isolating those who seek conflict and instability, and stand with Israel against those who seek its destruction. The United States and its Quartet partners should continue to isolate Hamas until it renounces terrorism, recognizes Israel’s right to exist, and abides by past agreements. Sustained American leadership for peace and security will require patient efforts and the personal commitment of the President of the United States. The creation of a Palestinian state through final status negotiations, together with an international compensation mechanism, should resolve the issue of Palestinian refugees by allowing them to settle there, rather than in Israel. All understand that it is unrealistic to expect the outcome of final status negotiations to be a full and complete return to the armistice lines of 1949. Jerusalem is and will remain the capital of Israel. The parties have agreed that Jerusalem is a matter for final status negotiations. It should remain an undivided city accessible to people of all faiths.
A January 2009 Pew Research Center study found that, when asked "which side do you sympathize with more", 42% of Democrats and 33% of liberals side with the Israelis. Around half of all political moderates and/or independents sided with Israel.
In 2002, Democrats were divided as a majority (29 for, 21 against) in the Senate and a minority of Democrats in the House (81 for, 126 against) voted for the Authorization for Use of Military Force Against Iraq. Since then, many prominent Democrats, such as former Senator John Edwards, have expressed regret about this decision, and have called it a mistake, while others, such as Senator Hillary Clinton have criticized the conduct of the war but not repudiated their initial vote for it. Referring to Iraq, in April 2007 Senate Majority Leader Harry Reid declared the war to be "lost" while other Democrats (especially during the 2004 presidential election cycle) accused the President of lying to the public about WMDs in Iraq. Amongst lawmakers, Democrats are the most vocal opponents of Operation Iraqi Freedom and campaigned on a platform of withdrawal ahead of the 2006 mid-term elections.
A March 2003 CBS News poll taken a few days before the invasion of Iraq found that 34% of Democrats would support it without United Nations backing, 51% would support it only with its backing, and 14% would not support it at all. The Los Angeles Times stated in early April 2003 that 70% of Democrats supported the decision to invade while 27% opposed it. The Pew Research Center stated in August 2007 that opposition increased from 37% during the initial invasion to 74%. In April 2008, a CBS News poll found that about 90% of Democrats disapprove of the Bush administration's conduct and want to end the war within the next year.
On February 27, 2009, President Obama announced, “As a candidate for president, I made clear my support for a timeline of 16 months to carry out this drawdown, while pledging to consult closely with our military commanders upon taking office to ensure that we preserve the gains we’ve made and protect our troops... Those consultations are now complete, and I have chosen a timeline that will remove our combat brigades over the next 18 months." Around 50,000 non-combat related forces will remain. Obama's plan drew wide bipartisan support, including defeated Republican Presidential candidate Senator John McCain.
Democrats usually oppose the doctrine of unilateralism, which dictates that the United States should use military force without any assistance from other nations whenever it believes there is a threat to its security or welfare. They believe the United States should act in the international arena in concert with strong alliances and broad international support. This was a major foreign policy issue of John Kerry's 2004 presidential campaign; his platform attributed rifts with international allies to unilateralism. Barack Obama's 2008 campaign also discussed promoting the image of the United States abroad.
In a general sense, the modern Democratic Party is more closely aligned with the international relations theories of liberalism, neoliberalism, and functionalism than realism and neorealism, though realism has some influence on the party. Wilsonian idealism, in which unilateral foreign intervention is justified to end genocide or other humanitarian crises, has also played a major role both historically and currently- with its supporters known as 'liberal hawks'.
We believe that the people of Puerto Rico have the right to the political status of their choice, obtained through a fair, neutral, and democratic process of self-determination. The White House and Congress will work with all groups in Puerto Rico to enable the question of Puerto Rico’s status to be resolved during the next four years. We also believe that economic conditions in Puerto Rico call for effective and equitable programs to maximize job creation and financial investment. Furthermore, in order to provide fair assistance to those in greatest need, the U.S. citizens in Puerto Rico should receive treatment under federal programs that is comparable to that of citizens in the States. We will phase-out the cap on Medicaid funding and phase-in equal participation in other federal health care assistance programs. Moreover, we will provide equitable treatment to the U.S. citizens in Puerto Rico on programs providing refundable tax credits to working families.
We believe that four million disenfranchised American citizens residing in Puerto Rico have the right to the permanent and fully democratic status of their choice. The White House and Congress will clarify the realistic status options for Puerto Rico and enable Puerto Ricans to choose among them.
Puerto Rico has been under U.S. sovereignty for over a century and Puerto Ricans have been U.S. citizens since 1917, but the island’s ultimate status still has not been determined and its 3.9 million residents still do not have voting representation in their national government. These disenfranchised citizens — who have contributed greatly to our country in war and peace — are entitled to the permanent and fully democratic status of their choice. Democrats will continue to work in the White House and Congress to clarify the options and enable them to choose and to obtain such a status from among all realistic options.
Democrats are opposed to use of torture against individuals apprehended and held prisoner by the U.S. military, and hold that categorizing such prisoners as unlawful combatants does not release the U.S. from its obligations under the Geneva Conventions. Democrats contend that torture is inhumane, decreases the United States' moral standing in the world, and produces questionable results. Democrats largely spoke out against waterboarding.
All Democrats in the U.S. Senate, except for Russ Feingold of Wisconsin, voted for the original USA PATRIOT Act legislation. After voicing concerns over the "invasion of privacy" and other civil liberty restrictions of the Act, the Democrats split on the renewal in 2006. Most Democratic Senators voted to renew it, while most Democratic Representatives voted against renewal. Renewal was allowed after many of the most invasive clauses in the Act were removed or curbed.
The Democratic Party believes that individuals should have a right to privacy. For example, Democrats have generally opposed the NSA warrantless surveillance of U.S. citizens.
Some Democratic officeholders have championed consumer protection laws that limit the sharing of consumer data between corporations. Most Democrats oppose sodomy laws and believe that government should not regulate consensual noncommercial sexual conduct among adults as a matter of personal privacy.
With a stated goal of reducing crime and homicide, the Democratic Party has introduced various gun control measures, most notably the Gun Control Act of 1968, the Brady Bill of 1993 and Crime Control Act of 1994. However, many Democrats, especially rural, Southern, and Western Democrats, favor fewer restrictions on firearm possession and warned the party was defeated in the 2000 presidential election in rural areas because of the issue. In the national platform for 2004, the only statement explicitly favoring gun control was a plan calling for renewal of the 1994 Assault Weapons Ban.
The Democratic Party evolved from Anti-Federalist factions that opposed the fiscal policies of Alexander Hamilton in the early 1790s. Thomas Jefferson and James Madison organized these factions into the Democratic-Republican Party. The party favored states' rights and strict adherence to the Constitution; it opposed a national bank and wealthy, moneyed interests. The Democratic-Republican Party ascended to power in the election of 1800. After the War of 1812, the party's chief rival, the Federalist Party disbanded. Democratic-Republicans split over the choice of a successor to President James Monroe, and the party faction that supported many of the old Jeffersonian principles, led by Andrew Jackson and Martin Van Buren, became the Democratic Party. Along with the Whig Party, the Democratic Party was the chief party in the United States until the Civil War. The Whigs were a commercial party, and usually less popular, if better financed. The Whigs divided over the slavery issue after the Mexican–American War and faded away. In the 1850s, under the stress of the Fugitive Slave Law and the Kansas-Nebraska Act, anti-slavery Democrats left the party. Joining with former members of existing or dwindling parties, the Republican Party emerged.
The Democrats split over the choice of a successor to President James Buchanan along Northern and Southern lines, while the Republican Party gained an ascendancy in the election of 1860. As the American Civil War broke out, Northern Democrats were divided into War Democrats and Peace Democrats and Southern Democrats formed their own party. Most War Democrats rallied to Republican President Abraham Lincoln and the Republicans' National Union Party. The Democrats benefited from white Southerners' resentment of Reconstruction after the war and consequent hostility to the Republican Party. After Redeemers ended Reconstruction in the 1870s, and the extremely violent disenfranchisement of African Americans took place in the 1890s, the South, voting Democratic, became known as the "Solid South." Though Republicans continued to control the White House until 1884, the Democrats remained competitive. The party was dominated by pro-business Bourbon Democrats led by Samuel J. Tilden and Grover Cleveland, who represented mercantile, banking and railroad interests, opposed imperialism and overseas expansion, fought for the gold standard, opposed bimetallism, and crusaded against corruption, high taxes, and tariffs. Cleveland was elected to non-consecutive presidential terms in 1884 and 1892.
Issues facing parties and the United States after the Second World War included the Cold War and the Civil Rights Movement. Republicans attracted conservatives and white Southerners from the Democratic coalition with their resistance to New Deal and Great Society liberalism and the Republicans' use of the Southern strategy. African Americans, who traditionally supported the Republican Party, began supporting Democrats following the ascent of the Franklin Roosevelt administration, the New Deal, and the Civil Rights movement. The Democratic Party's main base of support shifted to the Northeast, marking a dramatic reversal of history. Bill Clinton was elected to the presidency in 1992, governing as a New Democrat when the Democratic Party lost control of Congress in the election of 1994 to the Republican Party. Re-elected in 1996, Clinton was the first Democratic President since Franklin Roosevelt to serve for two terms. The Democratic Party regained majority control of Congress in the 2006 elections. Some of the party's key issues in the early 21st century in their last national platform have included the methods of how to combat terrorism, homeland security, expanding access to health care, labor rights, environmentalism, and the preservation of liberal government programs.
The most common mascot symbol for the party is the donkey. According to the Democratic National Committee, the party itself never officially adopted this symbol but has made use of it. They say Andrew Jackson had been labeled a jackass by his opponents during the intense mudslinging that occurred during the presidential race of 1828. A political cartoon titled "A Modern Balaam and his Ass" depicting Jackson riding and directing a donkey (representing the Democratic Party) was published in 1837. A political cartoon by Thomas Nast in an 1870 edition of Harper's Weekly revived the donkey as a symbol for the Democratic Party. Cartoonists followed Nast and used the donkey to represent the Democrats, and the elephant to represent the Republicans.
In the early 20th century, the traditional symbol of the Democratic Party in Midwestern states such as Indiana, Kentucky, Oklahoma and Ohio was the rooster, as opposed to the Republican eagle. This symbol still appears on Oklahoma, Kentucky, Indiana, and West Virginia ballots. In New York, the Democratic ballot symbol is a five-pointed star. For the majority of the 20th century, Missouri Democrats used the Statue of Liberty as their ballot emblem. This meant that when Libertarian candidates received ballot access in Missouri in 1976, they could not use the Statue of Liberty, their national symbol, as the ballot emblem. Missouri Libertarians instead used the Liberty Bell until 1995, when the mule became Missouri's state animal. From 1995 to 2004, there was some confusion among voters, as the Democratic ticket was marked with the Statue of Liberty, and it seemed that the Libertarians were using a mule.
Although both major political parties (and many minor ones) use the traditional American red, white, and blue colors in their marketing and representations, since election night 2000 the color blue has become the identified color of the Democratic Party, while the color red has become the identified color of the Republican Party. That night, for the first time, all major broadcast television networks used the same color scheme for the electoral map: blue states for Al Gore (Democratic nominee) and red states for George W. Bush (Republican nominee). Since then, the color blue has been widely used by the media to represent the party, much to the confusion of non-American observers, as blue is the traditional color of the right and red the color of the left outside of the United States (c.f. red for the Liberals and blue for the Conservatives in Canada, or red for Labour and blue for Conservative in the United Kingdom). Blue has also been used by party supporters for promotional efforts (e.g. ActBlue, BuyBlue, BlueFund) and by the party itself, which in 2006 unveiled the "Red to Blue Program" to support Democratic candidates running against Republican incumbents in the 2006 midterm elections.
Jefferson-Jackson Day is the annual fundraising event (dinner) held by Democratic Party organizations across the United States. It is named after Presidents Thomas Jefferson and Andrew Jackson, whom the party regards as its distinguished early leaders.
The song "Happy Days Are Here Again" is the unofficial song of the Democratic Party. It was used prominently when Franklin D. Roosevelt was nominated for president at the 1932 Democratic National Convention and remains a sentimental favorite for Democrats today. For example, Paul Shaffer played the theme on the Late Show with David Letterman after the Democrats won Congress in 2006. More recently, the emotionally similar song "Beautiful Day" by the band U2 has become a favorite theme song for Democratic candidates. John Kerry used the song during his 2004 presidential campaign, and it was used as a celebratory tune by several Democratic Congressional candidates in 2006. Aaron Copland's Fanfare for the Common Man is traditionally performed at the beginning of the Democratic National Convention.

Ten candidates vied for the nomination, including retired four-star general Wesley Clark, former Vermont Governor Howard Dean, John Edwards, and John Kerry. For most of 2003, Howard Dean had been the apparent front-runner for the nomination, performing strongly in most polls and leading the pack in fund-raising. However, the Iowa caucuses yielded unexpectedly strong results for Democratic candidates John Kerry, who earned 38% of the state's delegates, and John Edwards, who took 32%. Afterward, Kerry continued to dominate, winning in all but four states and the District of Columbia. Wesley Clark won Oklahoma, Howard Dean won Vermont and the District of Columbia, and John Edwards won North Carolina and South Carolina.
On July 6, John Kerry selected John Edwards as his running mate shortly before the 2004 Democratic National Convention, held later that month in Boston, Massachusetts, which happened to be Kerry's hometown. At this convention, on July 28, Kerry and Edwards were formally nominated by the Democratic Party. They subsequently lost the 2004 election to incumbent President, Republican George W. Bush.
On May 31, 2002, Vermont Governor Howard Dean formed a presidential exploratory committee. Though this was almost two years before the Iowa Caucus, Dean hoped the early start would give him some much needed name recognition. As a governor of a small state, Dean was not well-known outside of New England.
In December of that year, John F. Kerry, U.S. senator from Massachusetts, announced on NBC's Meet the Press his plans to form an exploratory committee for a possible 2004 presidential run, anticipating a formal announcement "down the road some months". Kerry's experience as a decorated Vietnam veteran generated some excitement among Democrats tired of being on the defensive about their candidates' suitability in the role of "commander in chief".
Two weeks later, former Vice President and 2000 Presidential candidate Al Gore announced on the CBS program 60 Minutes that he would not seek election to the presidency in 2004. Gore had recently wrapped up a nationwide book tour and had been widely expected to run.
Other potential candidates were likely waiting to see what Gore's plans were, and thus the floodgates opened in January 2003. Senator Joseph Lieberman, Gore's 2000 vice presidential running mate, had previously promised not to run should Gore seek their party's nomination. Freed from that obligation, Lieberman announced his intention to run. Additionally, many other candidates announced their intention to form committees (a formality usually indicating an official run): U.S. Sen. John R. Edwards of North Carolina, U.S. Rep. Richard A. "Dick" Gephardt of Missouri, and Reverend Al Sharpton of New York. In February, more candidates announced their intentions: former Senator from Illinois Carol Moseley Braun, U.S. Representative from Ohio Dennis Kucinich, and Senator Bob Graham of Florida.
There were other potential candidates for whom some speculation was buzzing about a potential run. These candidates felt it necessary to officially state that they would not seek the party nomination. These included United States Senate Minority Leader Tom Daschle, U.S. Senator Christopher Dodd of Connecticut, and former U.S. Senator Gary Hart from Colorado.
In April, Democratic fund-raising totals for the first quarter of 2003 were reported. John Edwards raised $7.4 million, John Kerry raised $7.0 million, Dick Gephardt raised $3.5 million, Joe Lieberman raised $3.0 million, Howard Dean raised $2.6 million, Bob Graham raised $1.1 million, and Dennis Kucinich and Carol Moseley Braun raised less than $1 million each.
Despite being characterized by many as an election on Iraq, the economy and jobs were repeatedly cited as voters' top or one of top three concerns during the course of the primary season. In Iowa, of those who cited the economy as their most important issue, 34% supported Kerry, while 33% supported Edwards, with Dean trailing at 16% and Gephardt at 12%.
Eventual Nominee John Kerry, much like other Democrats adopted policy stances of tax-cuts for the middle class, increased spending for Social Security, assisting Small Businesses, as well as opposing corporate interests. On the aspect of job creation, Kerry strongly supported the creation and safety of infrastructure-related jobs, like those in the railroad industry. During the course of the primary Kerry continued to advocate positions such as fiscal responsibility and end state fiscal crises by giving states increased fiscal aid.
Runner up John Edwards ran a position of support for the middle class as well as budget caps and enforcement. Strongly opposing Social Security privatization, and interested in middle class tax cuts, Edwards's main economic theme was support for the middle class touting his own struggle, growing up the son of a poor mill worker in South Carolina. Another major component of Edwards's message was to be able to reinstate fiscal responsibility.
Howard Dean, despite taking many of the same positions of his rivals including Edwards and Kerry, had a starkly different approach on the issue of Social Security and Tax Cuts. On taxes, Dean favored repealing the Bush Tax cuts not only for the wealthiest of Americans as Senator Edwards and Senator Kerry proposed, but for all, including middle and lower classes. On Social Security, Dean took the approach of working to keep retirees their pensions, but offered little or no solution to keep Social Security alive in the coming years and decades.
After the 9/11 attacks, the Bush administration argued that the need to remove Saddam Hussein from power in Iraq had now become urgent. The stated premise was that Saddam's regime had tried to acquire nuclear material and had not properly accounted for biological and chemical material it was known to have possessed, potential weapons of mass destruction (WMD) in violation of U.N. sanctions. This situation escalated to the point that the United States assembled a group of about forty nations, including the United Kingdom, Spain, Italy, and Poland, which Bush called the "coalition of the willing", to invade Iraq.
The coalition invaded Iraq on March 20, 2003. Most contenders for the nomination were supportive of the effort. Only Dean and Kucinich firmly questioned the aims and tactics of the administration, setting themselves apart in the eyes of war protesters. However, speaking before an audience in Peterborough, New Hampshire, John Kerry said, "We need a regime change not just in Iraq. We need a regime change here in the United States." Republicans criticized Kerry for speaking out against a wartime president.
The invasion was swift, with the collapse of the Iraq government and the military of Iraq in about three weeks. The oil infrastructure of Iraq was rapidly secured with limited damage in that time. On May 1, George W. Bush landed on the aircraft carrier USS Abraham Lincoln in a Lockheed S-3 Viking, where he gave a speech announcing the end of major combat in the Iraq war. Clearly visible in the background was a banner stating "Mission Accomplished". Bush's landing was criticized by opponents as being overly theatrical and expensive. The banner, made by White House personnel (according to a CNN story: ) and placed there by the U.S. Navy, was criticized as premature. Nonetheless, Bush's approval rating in the month of May rode at 66%, according to a CNN-USA Today-Gallup poll.
On May 3, 2003, Democrats met at the University of South Carolina in the first formal debate between the nine challengers for the nomination. The candidates disagreed on the war against Iraq, health insurance, and even President Bush's tax cuts, but united in criticizing Bush's handling of the economy.
In June 2003, Howard Dean aired the first television advertising of the 2004 campaign, spending more than $300,000. During that time, he formally announced his run for president, filing to form a presidential election campaign with the FEC. Later that month, liberal advocacy website MoveOn held the first ever online Democratic "primary", which lasted just over 48 hours. It was an unofficial and nonbinding affair, but with important symbolic and financial value. Of 317,647 votes, Howard Dean received 44%, Dennis Kucinich 24%, and John Kerry 16%. Had any candidate received 50% of the vote, the candidate would have received MoveOn's endorsement and financial support. Instead, MoveOn supported all the candidates.
In July, the Democratic fund-raising numbers for the second quarter of 2003 were reported and announced. Howard Dean surprised many raising $7.5 million, John Kerry raised $6 million, while John Edwards and Joseph Lieberman raised roughly $5 million each. Dean's strength as a fund-raiser was attributed mainly to his innovative embrace of the Internet for campaigning. The majority of his donations came from individual Dean supporters, who came to be known as Deanites, or, more commonly, Deaniacs. His campaign's innovative use of the Internet helped to build a strongly supportive grassroots constituency, much of which remained intensely loyal to him long after the end of his candidacy.
By autumn of 2003, Dean had become the apparent front-runner for the Democratic nomination, performing strongly in most polls. Generally regarded as a pragmatic centrist during his time as governor, Dean emerged during his presidential campaign as something of a populist, denouncing the policies of the Bush administration (especially the 2003 invasion of Iraq) as well as fellow Democrats, who, in his view, failed to strongly oppose them.
During his presidential campaign, right wing critics labeled Dean's political views as those of an extreme liberal; however, in liberal Vermont, Dean, long known as a staunch advocate of fiscal restraint, was regarded as a moderate. Many left-wing critics who supported fellow Democrat Dennis Kucinich or independent Ralph Nader charged that, at heart, Dean was a "Rockefeller Republican"—socially liberal, while fiscally conservative.
Over the summer of 2003, several organized groups began a nationwide campaign to "draft" retired four-star general Wesley Clark for the Democratic Party's nomination for the 2004 presidential election. CNN on August 13 showed a commercial by one of these groups and interviewed Clark. He disavowed any connection with the "draft Clark" groups, but said he had been considering his position and that within a few weeks he would likely make public his decision on whether or not to run. He also fueled speculation with a television interview in which he first declared himself a Democrat.
His campaign focused on themes of leadership and patriotism; early campaign ads relied heavily on biography. His late start left him with relatively few detailed policy proposals. This weakness was apparent in his first few debates, although he soon presented a range of position papers, including a major tax-relief plan. Nevertheless, many Democrats flocked to his campaign. They were drawn by his military background, and saw such foreign policy credentials as a valuable asset in challenging George W. Bush post-September 11. Advisors and supporters portrayed him as more electable than Howard Dean, who was still the front-runner for the party's nomination. Despite the burst of enthusiasm for Clark in late 2003, Dean maintained a strong lead in the polls for the latter half of the year. Clark won the Democratic Presidential Primary in Oklahoma, the only state carried by Clark in the primary election.
Criticism of Clark began almost the moment he entered the race. Originally heralded as an antiwar general, he stumbled in the first few days of his candidacy. He was perceived as changing his answer on how he would have voted on the Iraq war resolution. His supporters argued that his perceived indecision was due to lack of experience with the media and their insistence on short "sound bite" answers.
Throughout the early campaigning between all candidates, the 2004 Iowa Caucuses appeared to be a two-way contest between Vermont Governor Howard Dean and neighboring Missouri Congressman Richard Gephardt. Dean, the national front runner had been able to pour money into the first contest state of Iowa as well as the second of New Hampshire In total, Dean spent nearly $40 Million dollars in Iowa and New Hampshire combined. Gephardt, coming from neighboring Missouri won the state's caucus in 1988, when he first ran for the party nomination.
However, days before the Iowa Caucuses were held, negative campaigning by Dean and Gephardt took a late toll on the two campaigns in Iowa as well as nationally. This, along with the resurgence of John Kerry and the emergence of John Edwards as major contenders in Iowa, put the Gephardt and Dean campaigns on edge.
A poll released by the Des Moines Register days before the caucus was held showed Dean and Gephardt had lost any/all lead in Iowa. In the poll, John Kerry led with 26% of surveyed, Edwards came in second with 23% of surveyed, Dean came in third with 20% of surveyed, and Gephardt came in fourth with 18% of surveyed.
On caucus night, as results were being tallied, it became evident that Kerry and Edwards were in a battle for first and Dean and Gephardt were in a battle for third in the Iowa caucuses.
After all votes were tallied, John Kerry received 38% of the votes, John Edwards received 32%, Howard Dean received 18%, and Richard Gephardt received 11%.
After poor showings, Gephardt dropped out of the race . Kerry and Edwards claimed newfound momentum, while Dean attempted to down-play the results.
Edwards' late stage momentum, as well as his departure from the negative campaigning which characterized other leading candidates, carried him into a surprising second place finish in Iowa with the support of 32% of caucus delegates, behind only John Kerry's 39% and ahead of former front-runner Howard Dean at 18%. He finished with 12% in the New Hampshire primary one week later, essentially tied for third place position with retired general Wesley Clark. The following week, Edwards won in South Carolina and nearly beat Clark in Oklahoma.
After Dean's withdrawal from the contest, Edwards became the only major challenger to Kerry for the nomination. However, Kerry continued to dominate, taking in wins in Michigan, Washington, Maine, Tennessee, Washington, D.C., Nevada, Wisconsin, Utah, Hawaii, and Idaho. Remarking on an unexpectedly strong finish in Wisconsin on February 17, Edwards humorously cautioned Kerry: "Objects in your mirror may be closer than they appear." Many other candidates dropped out during this time, leaving only Kerry, Edwards, Sharpton and Kucinich in the running. Dean, while not officially running, did not release his delegates, and still put in a strong showing considering that he was no longer mounting an official campaign.
Edwards maintained a positive campaign and largely avoided attacking Kerry until a February 29, 2004, debate in NYC, where he attempted to put Kerry on the defensive by characterizing the front-runner as a "Washington insider" and by mocking Kerry's plan to form a committee to examine trade agreements.
In Super Tuesday, March 2, Kerry won decisive victories in the California, Connecticut, Georgia, Maryland, Massachusetts, New York, Ohio, and Rhode Island primaries and the Minnesota caucuses. Dean, despite having withdrawn from the race two weeks earlier, won his home state of Vermont. Edwards finished only slightly behind Kerry in Georgia but, failing to win a single state, chose to withdraw, making Kerry the presumptive nominee. President Bush called Senator Kerry to congratulate him that evening.
On March 11, after meetings with Democratic superdelegates in Washington, D.C., and former primary election opponents, Kerry accumulated the 2,162 delegates required to clinch the nomination. The DNC's website acknowledged him as the party's nominee at that time, four and a half months prior to the Convention.
On July 6, John Kerry selected John Edwards as his running mate shortly before the 2004 Democratic National Convention in Boston, Massachusetts, held later that month. Senators Kerry and Edwards were formally nominated by the Democratic Party at the convention. The Kerry/Edwards ticket was on the ballot in all 50 states, plus the District of Columbia. In New York, the ticket was also on the ballot as candidates of the Working Families Party.
Kerry and Edwards faced incumbents George W. Bush and Dick Cheney of the Republican Party in the 2004 presidential election. Following his official nomination at the Convention, Kerry received only a small bounce in the polls and remained "neck and neck" with Bush. This was the first time in recent political history that a candidate failed to receive a substantial boost in post-convention poll numbers. Some political pundits attributed this small boost to the unusually small number of undecided voters as compared with previous presidential elections.
The general election was won by Bush, who defeated Kerry. The election was fought primarily on the issue of the conduct of the War on Terror. Bush defended the actions of his administration, while Kerry contended that the war had been fought incompetently, and that the Iraq War was a distraction from the War on Terror, not a part of it.
There were 4,353 total delegates to the 2004 Democratic National Convention, of which 802 were superdelegates: party leaders, even including some of the candidates, who were not bound by any state's primary or caucus votes and could change their support at any time. A candidate needed 2,162 delegates to become the nominee. Except for the Northern Mariana Islands and Midway Atoll, all states, territories, and other inhabited areas of the United States offered delegates to the 2004 Democratic National Convention. John Kerry won 4,255 votes at the Convention, including those won by all of his former rivals except Dennis Kucinich, who received 37 votes. There were 26 abstentions.
